I'm actually Canadian, so I'm not an expert on the American constitution. but a quick Google search tells me there are actually several federal gun laws already. these include age restrictions, bans on certain kinds of weapons, and restrictions on who can own guns. so I don't see how the 10th amendment is relevant. guns are clearly in the realm of feedal jurisdiction.
You do know what the 10th Amendment is right? The federal government can't just do that, and good luck trying to convince every state with complying with every national firearms law you have in mind...
California doesn't have strict gun control. Nowhere in America has strict gun control. even if they did, one shooting doesn't mean their laws had failed. since anyone can buy a gun in a neighboring state with no gun control and drive into California, national gun control is needed, not in one little jurisdiction or another.
